Refuge areas (spazi calmi) allow people who cannot evacuate independently to wait for assistance in a temporary place of safety. The Italian Fire Prevention Code (Ministerial Decree of 3 August 2015, Section S.4.9.1) requires a two-way communication system in each refuge area, enabling occupants to report their presence and request assistance from emergency responders.

Teleindustria systems allow occupants to place an emergency call and speak with the station designated in the fire safety plan, whether it is in the same building or elsewhere. They are designed for intuitive use, even by untrained people under stress, with a clearly identified call control and visual and audible indications of the communication status. Depending on the system architecture, they can operate in peer-to-peer VoIP mode or be integrated with centralised systems for call management and routing (DESQO System).

Section S.4.9.1 requires two-way communication but does not mandate a video link. The system configuration, the station receiving calls and the procedures for providing assistance are defined by the fire safety designer according to the building and its emergency plan.
